The UAE government has participated in the 20th meeting of Ministers and Heads of Civil Service and Administrative Development of the Gulf Cooperation Council (GCC), held in the Qatari capital, Doha, in the presence of HE Jasim Mohamed Al Budaiwi, Secretary-General of the GCC.

The UAE delegation was headed by H.E. Ohood bint Khalfan Al Roumi, Minister of State for Government Development and the Future and Chairwoman of the Federal Authority for Government Human Resources (FAHR). The delegation also included H.E. Laila Obaid Al Suwaidi, Director-General of FAHR, and H.E. Ibrahim Fikri, Executive Director of the Support Services Sector at FAHR.

As part of the meeting’s activities, a ceremony was organized to honor distinguished government professionals who have made significant contributions to developing human resources and government work in GCC. The ceremony witnessed the awarding of five government leaders from the UAE with the GCC Civil Service and Administrative Development Medal. They are: H.E. Abdulla Nasser Lootah, Deputy Minister of Cabinet Affairs for Competitiveness and Knowledge Exchange, H.E. Younis Haji Al Khoori, Undersecretary of the Ministry of Finance, H.E. Dr. Mohamed Hamad Al Kuwaiti, Head of Cybersecurity for the UAE Government, H.E. Mohamed Rashid bin Taliah, Head of Government Services for the UAE Government, and H.E. Khadija Hussain Abdullah, Executive Director of the Government Communication Sector at the UAE Government Media Office.

Ohood Al Roumi: Strengthening efforts to implement the directives of the GCC leadership concerning civil service development

During her participation in the meeting, H.E. Ohood Al Roumi emphasized the importance of the meeting in enhancing Gulf efforts and fostering integration to implement the directives of the GCC leadership. These directives aim to keep pace with rapid global changes by developing civil service and human resource sectors, boosting productivity, improving the quality of the work environment, and attracting, developing, and retaining government talent.

H.E. stated that developing new systems and tools in government institutions, enhancing the services they provide to nurture human capital, and advancing future skills through the use of advanced technologies are national priorities for the governments of the GCC.

She emphasized the UAE government’s commitment to developing and expanding partnerships in creating an exceptional framework for government talent, empowering Gulf human capital with future skills, and establishing a role model for advancing government administration.

Abdullah Lootah: The honor reflects the high appreciation for the UAE government’s experience

H.E. Abdullah Nasser Lootah, Deputy Minister of Cabinet Affairs for Competitiveness and Knowledge Exchange, emphasized that the UAE government, under its wise leadership, has become an inspiring model for government work globally. This is due to its forward-looking vision, flexibility, and high readiness to face challenges. He noted that a prime example of this is the UAE government’s numerous partnerships for knowledge and expertise exchange with dozens of countries across various continents.

He added that being awarded the GCC Civil Service and Administrative Development Medal reflects the high appreciation of the UAE government’s experience in civil service, management development, performance, and institutional excellence.

Abdullah Lootah serves as the Deputy Minister of Cabinet Affairs for Competitiveness and Knowledge Exchange, leading global government knowledge exchange initiatives. He also holds the position of Chairman of the National Committee for Sustainable Development Goals and is a member of the National Competitiveness Committee and the National Statistics Committee.

Younis Al Khoori: Enhancing the progress of government work

H.E. Younis Haji Al Khoori, Undersecretary of the Ministry of Finance, expressed his gratitude and appreciation to the GCC General Secretariat for awarding him the GCC Civil Service and Administrative Development Medal. He emphasized the significance of this honor in advancing the development of government work in the region, achieving further accomplishments in human resources development, supporting national talents, and fostering a culture of innovation and leadership. These elements are crucial in shaping future governments that utilize all resources and tools to deliver exceptional services.

He explained that the honor reflects the spirit of cooperation and partnership among GCC and supports efforts to improve work and administrative systems. It aligns with global best practices and moves towards achieving strategic goals that contribute to enhancing government performance and promoting sustainable administrative development.

H.E. Younis Haji Al Khoori serves as the Undersecretary of the Ministry of Finance in the UAE. He is also a board member of the Central Bank of the UAE, the UAE Development Bank, and the Federal Tax Authority. He has contributed to developing policies related to human resources and increasing administrative efficiency in the UAE. He has chaired and participated in over 20 committees, councils, and working groups at international, regional, and national levels. Notably, he has represented the Arab group on the Committee of Financial Deputies at the International Monetary Fund and has served as an alternate governor on the boards of the European Bank for Reconstruction and Development and the New Development Bank.

Mohammed Al Kuwaiti: Crowning national cybersecurity efforts.

H.E. Dr. Mohammed Hamad Al Kuwaiti, Head of the Cybersecurity Council, confirmed that honoring Gulf competencies represents the culmination of the Cybersecurity Council’s team’s efforts. It is a result of the wise leadership’s continuous support for the cybersecurity sector, highlighting the success of the National Cybersecurity Strategy in achieving its objectives. This recognition serves as a motivation to continue diligent work to enhance the country’s digital efforts and protect them from increasing cybersecurity threats.

Mohammed Al Kuwaiti stated that the honor is a testament to the leadership’s confidence in their ability to continue working diligently to achieve the country’s ambitious goals and its strategy for building a secure and prosperous digital nation. It also reflects the Council’s commitment to creating a safe and reliable digital community for individuals, underscoring its effectiveness in enhancing cybersecurity culture and providing a secure digital environment. He noted that the recognition serves as a motivation for further work, achievement, and innovation to strengthen cybersecurity and improve national capabilities.

As Head of Cybersecurity for the UAE Government, Dr. Mohammed Al Kuwaiti contributed to the UAE advancing 42 positions in the International Telecommunication Union’s Global Cybersecurity Index. He has also held roles such as Chairman of the National Data Center, Executive Director of Government Operations and National and International Government Relations at the National Electronic Security Authority, and Deputy Head of the Computer Emergency Response Team for the Organization of Islamic Cooperation.

Mohammed bin Taliah: The recognition reflects the level of advancement in UAE government services

H.E. Mohammed bin Taliah, Head of Government Services for the UAE Government, affirmed that honoring UAE government personnel with the GCC Civil Service and Administrative Development Medal highlights the advanced levels the UAE has achieved in innovating the future generation of government work. It reflects the significant progress in the quality of services provided, which have become exemplary in terms of proactivity, efficiency, effectiveness, ease, and speed of delivery.

He added that under the guidance of the wise leadership, the UAE government continues to enhance its experiences and work models, focusing on improving the quality of life for the community. This is achieved through the ongoing modernization of its customer-centric service model, which aims to simplify and expedite the service delivery process, providing a comprehensive experience that meets the needs and aspirations of individuals.

Mohammed bin Taliah serves as the Head of Government Services for the UAE Government. He oversees the development of government services in the UAE to support the goal of being the best in the world in service delivery. He has played a key role in implementing and launching developmental initiatives such as the “UAE Program for Outstanding Government Service,” the “Global Stars Rating System for Services,” the “Secret Shopper” initiative, and the “Zero Government Bureaucracy” Program.

Khadija Hussain: The recognition motivates us to contribute even more to serving the nation

H.E. Khadija Hussain, Executive Director of the Government Communication Sector at the UAE Government Media Office, expressed her pride in the recognition, which reflects the appreciation and support for national personnel. She emphasized the significant impact this honor has on the efficiency and quality of the overall government work system. She stated that “the initiative values the efforts of UAE personnel and highlights their achievements and contributions to human resources. It is a major support that encourages us to continue and intensify our efforts to improve government work mechanisms and achieve more accomplishments to support our nation’s goals and leadership vision. H.E. Khadija Hussain has 15 years of experience in the field of government communication. During this time, she has contributed to the development of the government communication system in the UAE and supported public policies, projects, and government initiatives at the federal level.
