23 thousand federal employees benefit from 1800 training programs under "Ma’arif"

The Federal Authority for Government Human Resources (FAHR) announced that it has held, in cooperation with its accredited partner training providers under "Ma’arif" initiative, about 1800 specialized and general training programs benefiting about 23,000 employees working for the ministries and federal entities since the launch of the initiative in 2013 until the end of last October.

Dr. Abdul Rahman Abdul Al Manan Al Awar, Director General of the Authority, explained that "Ma’arif" initiative has been launched by the Authority to build partnerships with the best training providers in the UAE and make them available to the ministries and federal agencies to benefit from their training programs at free and competitive prices. Since its launch in 2013 until the end of last June, about 1800 joint courses and training programs were held free of charge and, attracting more than 22 thousand employees working in all ministries and federal agencies.

1000 training programs through "Ma’arif" Electronic Portal

HE Dr. Abdulrahman Al-Awar pointed out that the Authority has offered, in cooperation with "Maarjf" partners 1000 training programs for the federal government employees through "Ma’arif" Electronic Portal since its launch, noting that the portal allows the employees of ministries and federal agencies to access the training programs and workshops offered by training providers under "Maarjf" Initiative. They can also evaluate their chosen programs by linking them to the Training &-Development System of federal government employees. In addition, it provides employees with "Ask for a Training Program" service, which enables them to request training programs they need even if it is not on the Portal.

Dr. Abdulrahman Al-Awar said: “Ma’arif" Electronic Portal, whose visitors have exceeded 39 thousand since its launch, allows training officials in ministries and federal agencies to register their staff in the training courses announced by Maarjf partners from time to time.”

He added: “Since the launch of the initiative, the Authority has received 500 applications from training providers in the UAE to join the initiative. Of these, 200 have been selected and work is underway to select more during the coming period according to recently developed and updated standards to match the aspirations of the wise leadership towards raising the quality of training services provided by the federal bodies. We are closely following the performance of training institutions within as well as the quality of the training programs provided, exploring the views of the federal government employees participating in these programs and excluding some training institutions that do not meet the criteria set by the Authority.

For her part, HE Laila Al Suwaidi, Executive Director of Programs & Human Resources Planning noted that the workshops and training sessions held by the Authority in cooperation with its partners since the inception of “Ma’arif" initiative, addressed several topics including: strategy, quality, leadership and management, communication, project management, public administration and information technology,  accounting and legal affairs, sign language, creative thinking, building strategic and operational plans, career path training, implementation of excellence standards in government customer service centers, motivation and career development, media, finance and investment, institutional development and human resources management.

She noted: “During the period from November 4 to November 8, the Authority organized several events including the 6th Annual Ma’arif Training & Development Forum & Exhibition 2018 at Dubai Knowledge Park. The event witnessed the participation of nearly 500 federal and local government employees and nearly 50 federal government’s preferred training providers under “Ma’arif" initiative, during which 20 specialized training programs were presented.

She explained that Ma’arif initiative for the Federal Government’s preferred training partners is one of the strategic initiatives of the Authority. The idea is to identify the best training providers in the UAE according to specific criteria, prepare a list of these providers and make them available to ministries and federal bodies, to take advantage of their training programs at reduced prices or free of charge.

The initiative seeks to empower citizens to take on leadership roles and technical positions as well as create a culture based on excellent performance, high productivity, and development of human capital, toward the achievement of Human Resources Strategy in the Federal Government and the UAE Vision 2021.  

Ma’aref Initiative aims to:

Establish a partnership based on social responsibility and serving the mutual interests the government and private sectors. Guarantee providing high quality training for around 84,000 employees working in 56 ministry and federal entity. Meet the training needs in accordance with the training and development system of the Federal Government employees. Achieve a financial surplus from the training budgets of federal entities and serve the maximum number of employees. Enhance the competence and productivity of the Federal Government and create a favourable business environment therein. Assist federal entities to select training courses online, in accordance with predefined time frames.
