FAHR allocates 10 communication channels to respond to legal advice requests by federal government employees and the public

The Federal Authority for Government Human Resources (FAHR) revealed that it has allocated 10 communication channels to receive legal advice requests from the employees of ministries and federal agencies, local government bodies, private sector institutions and the public on human resource policies, legislation and systems applicable in the federal government. The project is aimed at enabling customers and stakeholders to choose their preferred channels to communicate with the legal advisory team at FAHR.

In this regard, Aisha Al-Suwaidi, Executive Director of Human Resources Policies Sector, confirmed the Authority's keenness to facilitate smooth communication for the ministries and federal authorities wishing to obtain legal consultations through the legal advisory team. For this purpose, the Authority created 10 communication channels including the Authority website: www.fahr.gov.ae , email address of the advisory team: Legal@fahr.gov.ae, smart application (FAHR), the “Remedy System”, the human resources automation system (OPA), HR forums, social media (Twitter, Instagram, LinkedIn), official correspondence, legal clinics, live chat, which aims at providing direct contact with all employees with the feature of immediate response to enquiries in addition to the free toll number 600525524 and fax 04/2953444.

She explained that the legal advisory team in the Authority dealt with 1260 consultations and legal inquiries received from the ministries and the federal entities, as well as local and private institutions and the public during the first half of the current year, 1113 inquiries from the ministries and the federal bodies and 147 from local governments, private sector and community members.

 

23% of consultations on leaves

Aisha Al Suwaidi said that 62% of the legal inquiries received by the Authority during the first six months of 2018 were sent via e-mail to the legal advisory team, while 19% were received through the unified call center, and 11% through the electronic support services office, noting that the Authority received 1300 legal advice requests during the same period last year, compared to 650 in 2016.

According to Al Suwaidi, most of these enquiries focused on appointment, contracts, allowances, transfer, delegation, loan, promotions, leaves, workplace violations, official working hours, termination of service, etc.

The Executive Director of Human Resources Policy Sector in the Authority said that 23% of the inquiries focused on leaves in the federal government, including their types and rules, followed by bonuses and allowances, which accounted for 22% of the total number of inquiries sent by employees of ministries and federal bodies and the public.

Mechanism used by the Advisory Lega Team

For his part, Hamad Bu Amim, Director of Policies and Legal Affairs explained the mechanisms followed by the Legal Advisory Team in supporting the ministries and federal bodies while implementing the system by clarifying any matters related to human resource laws and systems, ministerial decisions and regulations issued in this regard.

He said: "The team was set up in late 2010, to provide legal advice, and case studies for issues received from the employees of federal bodies and human resource and legal departments, concerning HR laws, legislation and policies in the Federal Government, in order to achieve a strong legislative culture and create a consensus in all matters put before the Authority and document legal principles to facilitate actions in the future”.

Bu Amim added that the Authority is adopting a new method that facilitates the provision of services, including legal consultancy, to the ministries and the federal entities, as well as other partners and customers in the form of packages. To this end, he added, the Authority recently launched the HR Business Partners Project in the federal government, whereby a team of employees of the Authority provides services to ministries and federal bodies, in its capacity as a business partner specializing in human resources.

He pointed out that the project of the human resources business partners in the federal government aims to develop a mechanism of action that supports proper implementation of human resources policies, regulations and legislation, as well as meet the needs of the Authority’s customers and improve performance and productivity of ministries and federal entities.

9 HR forums within 3 months

For his part, Hamad Bu Amim, Director of Policies & Legal Affairs at the Authority said that the Authority held during the first quarter of this year, 9 human resource forums/discussion groups, attended by representatives of the ministries and federal authorities, in order to raise awareness among the staff about the HR Law in the Federal Government, its Executive Regulation and HR List of independent federal authorities, as well as familiarizing them with the HR legislation, systems and policies applied at the Federal Government level, with a view to ensuring their proper application.

The idea behind the HR forums, which reached during 2017 about 38, is to hold periodic meetings which bring together selected members of FAHR departments and representatives of a number of ministries and federal entities, thus providing an opportunity to listen to the views of representatives of ministries and federal bodies on mechanisms for improving the Authority’s services.

He explained that the Authority recently held a series of awareness-raising workshops for those in charge of HR and Legal Affairs Departments in the ministries and federal entities to review the most prominent features of the new Executive Regulation of HR Law in the Federal Government, issued vide Cabinet Resolution No (1) of 2018 and endorsed by His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE and Ruler of Dubai, which came into effect last February.

Bu Amim said that the awareness workshops targeted the staff of the Legal and HR departments in the ministries and federal bodies that are subject to the Regulations, noting that the Legal Consultation Team at FAHR provides support and advice, as well as uniting opinions on issues related to Federal HR legislation and policies.

He concluded by saying: “The current amendment is the third of its kind to the HR Law in the Federal Government and its Executive Regulations within eight years. The provisions of the new regulations apply to civil servants in federal entities, including those whose establishing laws provided for independent human resources regulations, except for those employees working for federal entities who are excluded by a Cabinet Resolution”.
