More than 2 million human resources transactions thru BAYANATI System in 6 years

The Federal Authority for Government Human Resources (FAHR) unveiled four vital strategic projects to be launched in 2018 at the Federal Government level through the Federal Government's Human Resources Management Information System (BAYANATI). These projects include, according to a statement: effective recruitment & selection, linkage with local governments via a unified, State-level database of government human resources, and completion of e-linkage between BAYANATI and Hyperion System implemented by FAHR, in collaboration with the Ministry of Finance.

The announcement of these projects was made during the Innovation Lab for accelerators of BAYANATI services, organized by FAHR recently in Dubai, in the presence of its Director General Dr. Abdul Rahman Al Awar, HE Laila Al Suwaidi, Executive Director of Programs & Human Resources Planning Sector, HE Aisha Executive Director of Human Resources Policies Sector, a number of sector and department directors, and representatives of ministries and federal bodies operating the system BAYANATI System.

Dr. Abdul Rahman Al Awar, Director General of the Authority confirmed that the Authority intends to implement four vital strategic projects during the year 2018 at the level of the Federal Government under the umbrella of the Human Resources Management Information System (BAYANATI).

He highlighted the crucial role of BAYANATI system as one of the most important strategic projects implemented at the Federal Government level, to act as a smart platform for human resource procedures and systems. He highly valued the contribution of the system in keeping pace with the rapid development of government work at all levels in line with the vision and aspirations of the UAE’s wise leadership.

The Director General said: “BAYANATI system helps effective management of human resources supported by accurate statistics. It is one of the best practices that have been used to serve and develop human resources departments in ministries and federal entities, in order to improve their performance in accordance with international best practices and standards, as well as simplify administrative procedures and financial operations associated with them.

“Furthermore, the system has established a new work culture in the Federal Government, under the slogan “Completely paperless HR transactions", and a new shift in the world of smart applications for important HR procedures in the Federal Government. It helps automate all HR transactions at the ministries and federal bodies including salaries, starting from the date an employee is appointed until his retirement”.

Completion of linkage between Hyperion and BAYANATI systems

For her part, HE Laila Al Suwaidi, Executive Director of Programs & Human Resources Planning, said that the Ministry of Finance and FAHR will undertake during 2018, the completion of the second and third stages of the electronic link between the electronic financial planning and budget preparation system "Hyperion" and BAYANATI system.

She said: “This linkage will facilitate the planning process, financial and monetary predictions, and automation of federal budget. He added that this will support financial sustainability in ministries and federal entities, enhance efficiency of financial resources allocation, and ensure optimal use of new technologies.

"The second phase of the e-link project between 'Hyperion' will include completion of the binary binding process for entering the approved federal budget automatically from the 'Hyperion' to 'BAYANATI' system, and vice versa. This will be available to all ministries and federal entities which work with the 'BAYANATI' and financial systems. The project also entails linking 'Hyperion' with the Strategic Manpower Planning system. This system supports more accurate budgeting by providing clear outcomes, and supporting strategic planning across the Federal Government”.

HE explained that the link will support the development of the five-year federal budget based on scientific factors, helping to shape the future through identifying the outlook for workforces within the UAE.

A unified government HR database in 2018

HE Laila Al Suwaidi explained that in response to the recommendations of the annual meetings of the UAE Government and initiatives adopted under the HR Axis, the Authority has initiated practical steps to develop a unified government HR database. The database will rely on electronic linkage systems, and transactions. These screens will provide accurate and reliable data and indicators about the reality of government human resources in the country as a whole, which would contribute to supporting planning and decision-making processes.

She added: “The project, which will be launched in September 2018, will contribute to creation of a unified human resources database for all federal entities, to support decision makers, and pave the way for smooth planning and policy making. It will also motivate and enhance employee performance through adopting appropriate measurement tools for HR enabler indicators, and will support the entities in achieving the requirements of government excellence and the UAE HR Award in The Federal Government.”

Employment Enhancement Project

Shaima Al-Awadhi, Director of Human Resources Management Information System, FAHR, shed light on the project to be launched early next year to increase the efficiency of employment in the Federal Government.

“The aim is to develop effective recruitment mechanisms in the ministries and federal entities to enable them to attract qualified candidates. This would help Emiratization policy, through activation of job evaluation and description system adopted in the Federal Government”, she noted.

42 Ministries and Entities operating BAYANATI system

Al-Awadi explained that BAYANATI system is used by 42 ministries and federal bodies, while there is linkage with 14 other federal entities, and that about 62 thousand users benefited from the self-service function in the system by the beginning of 2017. She added that the number of HR transactions through the system since its launch in 2012 and until October 2017, was estimated at 2.100 million, compared to 74 thousand via the Smart Appl. (FAHR).

She gave a presentation during the Innovation Lab, highlighting the most important achievements of BAYANATI system during the past years, in terms of electronic services e.g., Multi-Business Group (MBG), the ESB, Enterprise Service Platform (ESP),  E-Signature Project for ministers and senior federal government officials, Performance Management and Training & Development systems, Job Evaluation and Description System, Training Programs Bank, Smart Goals Bank, the automation of HR policies and laws, Smart Reporting System and e-Employment system.

The Innovation Lab was a sort of brainstorming session to share views and perceptions with representatives of the ministries and federal entities about the services provided through BAYANATI system and related human resources systems, and identify their proposals to improve the quality of these services.
