FAHR consults with ministries and federal entities on Emirization in the Federal Government

The Federal Authority for Government Human Resources (FAHR), in cooperation with the Ministry of Human Resources and Emiratization, recently held a consultative workshop to discuss Emiratization targets in the Federal Government in the coming period, as well as the implementation mechanisms, as per the Cabinet Resolution issued recently on Emiratisation in the Federal Government.

The workshop held in Dubai, was attended by HE Dr. Abdulrahman Abdul Mannan Al Awar, Director General of the Authority, HE Laila Obaid Al Suwaidi, Executive Director of Programs & HR Planning, HE Aisha Khalifa Al Suwaidi, Director General of HR Policies, HE Ibrahim Fikri, Executive Director of Support Services, HE Mohammed bin Saqr Al Nuaimi, Assistant Undersecretary for Support Services, Ministry of Human Resources and Emiratisation, HE Farida Al Ali, Assistant Undersecretary for National Human Resources Employment, Ministry of Human Resources and Emiratisation. and dozens of representatives of ministries and federal bodies.

The workshop reviewed the most important provisions of the Cabinet Resolution on Emiratisation, the targeted jobs detailed in terms of percentages and time frames. Participants also reviewed the electronic mechanisms and systems that have been activated within the HR Management Information System in the Federal Government (BAYANATI), to support Emiratization process in the Federal Government and present Emirates Bank’s initiative managed by the Ministry of Human Resources and Emiratisation.

HE Laila Al Suwaidi explained the mechanisms for implementing the Emiratisation plan in accordance with the targeted jobs, the general framework for managing Emiratisation policy in the Federal Government (Roles and Responsibilities of the Federal Authority for Government Human Resources, the Ministry of Human Resources and Emiratisation, ministries and other federal entities).

She said in the workshop opening speech: “The wise leadership gives special importance to Emiratisation and considers it a top priority for creating jobs for citizens in various sectors, so as enable them to contribute to the country’s sustainable development.

“Reiterating concern about Emiratisation comes at a time when our wise leadership always emphasizes that calling for Emiratisation in no way contradicts with the ongoing efforts of the UAE to attract all types of talent. Indeed, the important role of non-citizens in the success of the UAE in achieving global leadership and competitiveness today, is highly valued.”

She stressed that the UAE values and appreciates the efforts of aal qualified residents who have been working side-by side with the citizens to sincerely serve this country and and lay the foundations of its present advancement to become an attractive destination for global workforce.

Laila Al Suwaidi further explained that the Authority coordinates with  various parties concerned with Emiratisation issue in the Federal Government for the purpose of achieving the aspirations of the UAE’s wise leadership, which accords special importance to nationalization  as a top concern. 

She added: “The Authority provides support and assistance to ministries and federal entities in implementing the provisions of the Council of Ministers' Resolution, which stipulated increasing Emiratization percentage by 10% annually, to reach 90% for administrative and support services jobs in five years.

“The Cabiney Resolution also stipulates increasing Emiratization percentage in federal entities to 100% for supervisory jobs within five years from the date this circular is published, except for jobs exempted by a Cabinet Resolution. federal entities to increase Emiratization percentage to 100% for supervisory jobs in five years, except for jobs exempted by a Cabinet Resolution.”

Laila Al Suwaidi emphasized in her speech four points contained in the Cabinet Resolution: i) the Authority was entrusted with submitting quarterly reports on Emiratization indicators and developments regarding the implementation of the above mechanisms by the federal entities; ii)  federal entities are advised to provide the Authority with Emiratization plans (5 - 10 years) for specialist and technical jobs, for submission to the Cabinet within two months from the date the Resolution is published, and iii) federal entities, whether operating the Federal Government’s HR Management Information System (BAYANATI) or not, must advertise their vacancies electronically via BAYANATI, according to its mechanisms, iv) federal entities must take e-approvals for outsourced employees, and duly enter their data into the Federal Government’s HR Management Information System (BAYANATI).

Shaima Al Awadhi, Director of Human Resources Information System at the Authority, reviewed the electronic mechanisms operated through BAYANATI system in localizing the targeted jobs and linking them to the Bank's employment project. .

Nabil Al Zarouni, Director of Information Technology Department at the Ministry of Human Resources and Emiratisation, for her part, reviewed the Emirates Bank's employment project, which is run by the Ministry,   an  electronic government platform used to provide nationals with information about key jobs in targeted sectors. She explained that the project was developed in response to Cabinet Resolution issued in 2019 giving nationals priority of employment in 160 jobs targeted for Emiratisation,

A discussion session was held on the side lines of the workshop, where   the participants' inquiries and views were reviewed by representatives of the Authority and the Ministry of Human Resources and Emiratisation.

It was agreed that, the electronic mechanisms discussed in the workshop be activated, during the coming period, in conjunction with  training the government entities, and providing support to ministries and federal bodies in developing Emiratization plans and monitoring implementation process.
