FAHR implements HR Solution Accelerators Project in the Federal Government early 2018

The Federal Authority for Government Human Resources (FAHR) has announced that it intends early next year to implement the first phase of HR Solution Accelerators Project in the Federal Government (Service Level Agreement), at the level of human resources departments in a number of ministries and federal entities.

The announcement was made at the Human Resources Accelerators Innovation Lab, held recently in Dubai, with representatives of ministries and federal bodies benefiting from the project.

In this regard, HE Aisha Al Suwaidi, Executive Director of Human Resources Policy Sector, said that the Service Level Agreement (SLA) is a document to be negotiated and agreed upon between the HR department at the ministry or federal entity as the service provider, and the recipients of such services including departments, employees and customers. SLA seeks to clarify and detail expectations of services and targets.

“The first phase of the project, which is scheduled to be launched in early 2018, targets various sectors and departments in the ministries and federal entities adopting the project, in addition to the employees of those bodies. The Authority is set to launch the guide to HR Accelerators (SLA) at the Federal Government level”, she said.

Aisha Al Suwaidi added: “This step comes in line with the Authority’s efforts to improve the efficiency of the services provided by the human resources departments to the employees of the federal bodies in terms of productivity, cost and quality. In this respect, the Authority is constantly seeking to provide tools that support the efforts of the human resources departments in the Federal Government, so as to enable these departments to provide quality services for the staff, organizational units and external customers.

The development and implementation of HR SLAs must be based on a sound HR strategy and aligned with the priorities of the entity, to lead to better performance results, and give the entity the competitive advantage in an era characterized by rapid changes and the need to optimize the use of available resources.

"We are confident that the HR Solution Accelerators Project in the Federal Government will be a real addition to the system currently applied to measure and develop the performance of human resources departments in ministries and federal entities, such as Balanced Scorecard, HR enabler indicators and Emirates HR Award in the Federal Government.

"The introduction of HR solution accelerators in the Federal Government will enable the human resources departments to focus on aspects such as cost- effectiveness and quality of services, providing a comprehensive view of efforts needed to achieve efficiency and excellence ".

Executive Director of Human Resources Policy explained that the 4th edition of the Emirates HR Award will witness the addition of a new criterion that measures the performance and effectiveness of human resources departments in the ministries and federal entities. Each federal entity will be evaluated according to its binding service level agreement. She added that the services provided by human resources departments cover three levels: employees, organizational units within the entity, and external parties dealing with human resources departments.

“The Authority earlier called on human resources departments in the ministries and federal entities benefiting from the project to provide a list of services offered by those departments to employees, departments and customers. The list included the expected time frame for completion of each service, in order to create a framework for SLAs for the human resources departments at the Federal Government level”, she noterd.

Aisha Al Suwaidi confirmed tthe Authority’s keenness to develop the SLA continuously, identify the challenges it may face at the level of ministries and federal bodies following completion of the pilot phase, and that the time frames for the approved services will be automated through the Human Resources Management Information System in the Federal Government "BAYANATI".
