Dr. Abdulrahman Al Awar participates in SHRM conference, confirms that Coronavirus has enhanced digital transformation globally

Thursday November 26, 2020

His Excellency Dr. Abdulrahman Abdul-Manan Al-Awar, Director General of the Federal Authority for Government Human Resources (FAHR), confirmed that COVID-19 pandemic imposed has imposed great challenges on government and private organizations around the world, causing serious effects on their operations and mechanism of providing their services.

“However, it has had some positive sides, the most prominent of which is the increasing efforts by countries and institutions to adopt digital transformation, and provision of services using electronic and smart channels,” he noted.

HE’s assurances came during a speech at the conference entitled "Mobilizing Energies in Future Workplaces”, organized by the Society for Human Resources Management (SHRM), UAE, in November 23-24. The conference highlighted many issues and topics related to human resources, including the impact of COVID-19 pandemic on the way governments operate, and the growing role of technology and artificial intelligence techniques in shaping the future of government and private institutions.

Dr. Al Awar said during the session discussing "The Future of Digital Human Resources": “There is no doubt that technology has become an integral part of our daily life, and its impact is evident in all aspects of life and work sectors. Therefore, institutions should be aware of the importance of employing technology and artificial intelligence techniques in developing the entire institutional work system, employing technology and artificial intelligence techniques in developing the entire work system, to train employees and develop their capabilities. At the same time, they should not overlook the importance of employee training to upgrade their digital skills, so that they could be able to deal with a new world of ever-changing technology.”

He added: “It is my belief that successful organizations will focus during the coming period on developing the analytical skills of their employees. Indeed, only the organizations with highly qualified, experienced, talented employees who are capable of analyzing and forecasting, will be in a position to succeed in shaping the future of their human resources, and improving their  performance, productivity, and competitiveness.”

The Director General explained that the challenges facing the GCC States, are not different from those facing the other countries of the world, the biggest common challenges being how to meet the needs of different workforce generations, especially the younger generation whose needs and expectations differ from other generations.

He said: “I also strongly believe that the GCC States today have a tremendous opportunity to benefit from the potentials and capabilities of the younger generation, who make up the largest segment of society in those countries, as they are capable of keeping pace with the rapid technological changes, as well as the desire to participate in decision-making of their organizations.”

Dr. Al Awar shed light on the efforts made by the Authority to accelerate digital transformation at the Federal Government level, indicating employment of the latest artificial intelligence techniques in studying and analyzing government human resources indicators, by using machine learning algorithms and artificial intelligence to analyze government employees' data available on the Federal Government's HR Management Information System "Bayanati", and the electronic human resources systems under its umbrella, as well as the data obtained from other systems linked with "Bayanati" System.

He explained that the Authority launched the experimental phase of the predictive reporting system “Istishraf”, as a first of its kind initiative in the region, noting that “Istisharf” is a smart system for reporting based on mathematical equations and digital models, which contribute to developing future expectations for Federal Government employees’ demographics,  available on "Bayanati" systems and other related systems.

The launch of the system comes, according to Dr. Abdulrahman Al-Awar, in line with the aspirations of the UAE’s wise leadership regarding the future of government human resources by enhancing the attractiveness of the government work environment and improving the quality of services provided by government institutions to customers.

He indicated that “Istishraf” project will support the efforts of the UAE Government to develop a robust workforce strategic and succession planning, and draw proactive plans and solutions for any changes that may occur in the future on human resources in ministries and federal agencies.

The project will also enable the entities to prepare second and third line leaders, especially in critical jobs, as well as provide a real addition to the Federal Government system of work by all standards, and enhance the efficiency, performance and  productivity of federal ministries and entities, thus ensuringtheir continuity in providing services.
