The Federal Authority for Governmental Human Resources (FAHR), participated, on behalf of the United Arab Emirates, in the second Arab Conference for Civil Service Bodies, organized by the Civil Service Bureau in the Hashemite Kingdom of Jordan. The conference was held virtually through visual communication tech, on April 5 and 6, and hosted civil service directors and officials in Arab countries.
The Authority was represented at the conference by Her Excellency Aisha Khalifa Al Suwaidi, Executive Director of Human Resources Policies Sector, who confirmed in a special session of the conference that the UAE Government has been a good example in dealing with Coronavirus (COVID-19) pandemic, thanks to its advanced technological infrastructure and transformation of all services into smart years ago . It could contain the dangers of the pandemic on all vital sectors, and succeeded in ensuring business continuity and the provision of government services, she said.
HE indicated that the Federal Authority for Government Human Resources played a pivotal role in adapting the Federal Government’s work system to maintain its dynamism during the crisis, adopting a package of proactive initiatives and precautionary measures that had the greatest impact on protecting Federal Government employees. These measures, she added, contributed in ensuring business continuity and service provision at the level of ministries and federal entities, under a safe work environment.
Aisha Al Suwaidi reviewed the most important measures taken by the Authority to combat the Coronavirus disease. “A set of guidelines have been developed covering the remote work system at the Federal Government level, emergency circumstances arising from the pandemic, in cooperation with the Ministry of Cabinet Affairs and the Future, as well as a manual for measuring productivity and efficiency of Federal Government employees, and another manual on the office work environment and work from the workplace under emergency conditions.
HE Aisha Al Suwaidi said: “We are highly concerned in the Authority with providing all services to Federal Government employees and our customers electronically through the Federal Government’s HR Management Information System (Bayanati), the smart application (FAHR), and the Customer Happiness System. In addition, the attendance and departure registration service for Federal Government employees has been launched electronically to suit the remote work system, as well as the virtual sessions approach which was launched through the e-learning portal (Al Mawred), to enable Federal Government employees to continue learning and training through the portal.
She added: “Al-Mawred is an advanced smart training platform that serves Federal Government employees, develops their behavioral and specialized skills, and provides them with innovative and general electronic and specialized training programs and courses that meet their needs, The portal also strengthens employees’ competencies and enables them to keep pace with the labor market changes, in light of the Fourth Industrial Revolution."
Concerning the most important challenges facing governments and organizations in light of emergency conditions, Aisha Al Suwaidi explained that they include business continuity and flexibility in providing services, ensuring employee productivity and efficiency under remote work system, and how to improve the skills and competencies required for the success of the remote work experience.
She said: “The UAE has succeeded in transforming the challenges imposed by COVID-19 pandemic into real opportunities, by developing a work philosophy that adapts remote work system in natural conditions at the Federal Government level, the system that the Authority began to implement experimentally in 2017 in A number of ministries and federal entities.
