906 thousand HR transactions through "BAYANATI" System in 2018

The Federal Authority for Government Human Resources (FAHR) announced that all the 64 ministries and federal bodies have been operating under the umbrella of the Federal Government’s HR Management Information System "BAYANATI" since the end of 2018.

In this context, HE Laila Al-Suwaidi, Executive Director of Programs & Human Resources Planning, explained that the number of human resources transactions and procedures implemented by the employees of the ministries and federal bodies during the past year through BAYANATI system reached about 906 thousand, 709 thousand of these concerning application for different types of leave , over 72,000 for producing “’To Whom it May Concern” certificates, 84,000 for personal data updates, 11607 exchanged Maqassert electronic cards, and 6364 individual development plans uploaded into the system.

All HR procedures are carried out via BAYANATI

Leila Al Suwaidi added: “This important electronic system, which was officially launched at the Federal Government level, in collaboration with the Ministry of Finance, helps to automate all HR procedures, including wages and salaries in the ministries and federal entities from the date an employee is appointed until his retirement. It increases human resources performance based on modern concepts and international standards. It also forms the foundation for a unified Federal Government database that reflects HR status, supports decision makers and facilitates planning processes’’.

BAYANATI Services

Al Suwaidi explained that the system provides a wide range of services to Federal Government employees. It ensures the payment of salaries through a unified system and enables employees to complete all human resources procedures through the self-service unit assigned for each employee. It also helps speed up electronic approvals for certain HR procedures.

She noted that self-service is one of the most important components of the system, as it enables Federal Government employees to complete and follow-up their own HR procedures. This function, according to her, would greatly facilitate the provision of human resources services in ministries and federal agencies and helps HR departments to focus on Strategic programs and initiatives rather than daily routine tasks.

Quality achievements for BAYANATI system in 2018

Executive Director of Programs & HR Planning said that the Authority launched during 2018 several strategic and vital projects within BAYANATI system, most notably the establishment of a unified statistical database of government human resources for the UAE. The Authority, she added, collaborated with human resources departments in local governments to establish consolidated database on government human resources state-wide, in response to the recommendations of the first round of the UAE Government's annual meetings and associated human resources initiatives.

She pointed out that the idea of ​​the unified government human resources database initiative is based on the establishment of a unified database of government human resources at the state level, through electronic linking systems and HR smart screens. The action involved creating smart screens for integrated human resources systems in the government sector These screens provide accurate and reliable data and indicators on the reality of government human resources in the country as a whole, which will contribute to support the planning and decision-making processes.

‘’The project contributes to the provision of a unified human resources database for all government agencies in the country, whicn will greatly support decision makers, facilitate development of plans and policies, motivate the entities to improve human resources performance by measuring human resource enablers, as well as enable entities to achieve the requirements of government excellence, and the UAE HR Award in the Federal Government’’, she noted.

Launch of Employment Efficiency Enhancement Project

Shaimaa Al Awadhi, Director of Human Resources Information System at the Authority said that the Employment Efficiency Enhancement Project in the Federal Government, was launched by the Authority in 2018, as one of strategic and vital projects under the umbrella of the Federal Government's Human Resources Management Information System (BAYANATI).

‘’ The project will have great impact on the efforts being made to attract talent to government service. It will also improve the efficiency of recruitment procedures through job evaluation and description system implemented at the Federal Government level’’, she said.

Shaimaa explained that the new electronic project has been launched to contribute to improving the work system in the Federal Government by automating evaluation of candidates’ nominated to take up vacancies in the Federal Government, in addition to its many benefits to the ministries and federal entities, in terms of meeting the requirements of Emiratization in those entities and allowing the opportunity to follow up in a timely manner according to plans adopted by the Council of Ministers.

She added that the project will not have any operational burdens or additional tasks for employees in the ministries and federal bodies, indicating that the idea of ​​the project is to ensure in electronic form the suitability of candidates for vacant positions in the Federal Government. The project, according to her, identifies a set of criteria and requirements that must be met by applicants for different types of jobs, including: academic qualification, previous experience, responsibilities, etc, with a weight for each of these criteria.

linking sick leaves of Federal Government employees with MoH and DHA systems

Another distinguished achievement of the Authority in 2018 is the electronic link of sick leaves of employees working for the ministries and federal entities operating HR Management Information System "BAYANATI". The sick leaves will be entered into the system automatically immediately after their issuance and ratification through Ministry of Health’s ‘Wareed’’ System and Dubai Health Authority’s ‘’Shiryan’’ abd “Salama’’ system.

“Transaction will require no human intervention by the employee. The national identity number will be matched with the employee’s name to verify the identity of the patient, and the sick leave will be approved through BAYANATI System according to the procedure followed by each party. It should be noted that the Authority had developed at the beginning of last year, a mechanism to link BAYANATI system with the Ministry of Health and Prevention, in order to enter and register sick leaves of employees of the ministries and federal entities operating the system automatically."

Reducing the time and steps required for sick leave application

The new mechanism for sick leave registration benefits 42 ministries and federal entities, and that it will contribute to reducing the steps required to entering sick leaves in the BAYANATI system 6 to only 3 steps. She noted that the mechanism will simplify procedures, ensure accuracy, preserve the environment, as well as eliminate illegal practices, through avoiding non-certified leaves.
