Digital Participation Guidelines

The Federal Authority for Government Human Resources (FAHR) welcomes the electronic participation of its customers and partners, as it can help in shaping priorities and ongoing development and improvement processes, and decision-making that supports the efforts of the UAE in terms of development and advancement of human capital, and achieving global competitiveness and leadership.

Accordingly, FAHR has drafted a special Digital Participation Policy based on the UAE Digital Participation Policy issued by the UAE Digital Government, and the Social Media Guidelines for UAE Government by the Telecommunications Regulatory Authority and the Digital Government.

The policy is consistent with the national priorities of the UAE, as it is:

  • In line with the goals and vision of the UAE 2071, especially with regard to government innovation, transparency and community partnership.
  • Adopting the best international practices in line with the country’s efforts in digital transformation, and ensuring effective community participation.

Objectives:

The Federal Authority for Government Human Resources digital participation policy aims to:

  • Enhance constructive and fruitful interaction between the institution and its customers.
  • Provide digital channels to enable the public and stakeholders to participate in developing policies and services.
  • Support the UAE’s vision towards government excellence and innovation, by investing in digital platforms to achieve transparency and inclusiveness.

Scope:

This policy covers all official digital communication channels of FAHR, including the website, social media platforms, and the smart application. It applies to all digital communication activities related to providing information and receiving suggestions and opinions.

Target Audience:

  • Federal government employees.
  • Members of the local community.
  • The general public from inside and outside the UAE.
  • Strategic partners.

Guidelines for Participation*:

  • Transparency: Publishing accurate and reliable information, and updating it periodically, to ensure that the public has access to the latest data.
  • Respect: Ensuring that digital discussions are respectful, without attack or abuse.
  • Responsiveness: Responding to public inquiries and suggestions in a timely and professional manner.
  • Innovation: Encouraging innovative ideas from the public to develop and improve government services.
  • Inclusiveness: Involving all target groups regardless of gender, nationality, or special abilities.

*Based on the digital participation policy, FAHR has the full right to block or delete any comments or materials that violate and contravene the terms and conditions of using these means, when they are for example:

  • Out of context or irrelevant.
  • Containing inappropriate language.
  • Containing disparagement or abuse of beliefs or involving discrimination.
  • Supporting illegal activities and violating any legal rights or intellectual property rights.
  • Violating or offending the privacy of others, or posing a threat to security.

Response and evaluation mechanisms:

  • Immediate response: Public inquiries and comments via digital channels are dealt with within 48 hours of receipt.
  • Continuous evaluation: Incoming interactions and suggestions are analyzed periodically to identify trends and areas that need improvement or development.
  • Satisfaction surveys: Periodic surveys are conducted to measure the public’s satisfaction with digital participation channels and the level of response.

Advertising and promoting digital participation opportunities:

  • Digital participation opportunities are regularly announced via the website, social media, and newsletters, in addition to publishing direct links to participate in discussions or submit suggestions.
  • Raising awareness on the importance of digital participation through media campaigns that focus on the benefits of public participation in decision-making.

The topics raised for discussion are subject to review by the relevant team before being approved for publication. Furthermore, no issues of a personal nature will be presented on FAHR’s social media, in accordance with the specifications and controls contained in FAHR’s digital participation policy.
