The program represents a significant milestone in the journey of developing human capital. It aims to empower HR leaders and professionals in federal entities with the latest global skills and best practices, contributing to government transformation and promoting institutional sustainability. Program Objectives: Build leadership capabilities in the field of human resources. Develop national talents in line with government directions. Transfer and implement global best practices within government work environments. Strengthen HR’s role as a strategic partner in driving institutional performance. Program Focus Areas: The program focuses on six integrated training pillars: 1. Digital competency and HR technologies2. Strategic workforce planning3. Talent management and retention4. Identifying development needs5. Leadership and employee experience6. HR analytics and impact measurement Training Methodology: The program adopts a modern learning approach that combines theoretical knowledge with practical application, including: Interactive training sessions Discussion panels with international experts Creative labs and real-life simulations Field visits to global companies Hands-on practical training Program Duration: The program runs over a period of one year and targets dozens of HR professionals from various ministries and federal entities. “Injazati” Performance Management System for Federal Government Employees
“Injazati” is a next-generation, AI-powered Performance Management System that redefines how federal employees plan, track, and deliver impact. It aligns individual objectives with the entity’s strategic goals, fosters a culture of continuous learning and results-driven performance, and provides a flexible framework that supports future government priorities while promoting positive behaviours and a culture of excellence. “Injazati” embodies the UAE Government’s commitment to reducing bureaucracy by adopting smart, efficient solutions that enhance performance, boost productivity, and recognize outstanding achievements. Key Principles of the “Injazati” System: “Injazati” is built on a set of principles that form the foundational framework for its implementation: Government efficiency. Enhancing overall performance by aligning individual goals with the entity’s strategy. Establishing a flexible and competitive environment focused on results, continuous learning, and sustainable excellence. Empowering employees and innovatively developing the human resources framework. Achieving national targets. Key Features of “Injazati”: Global Methodology: Adopts the global OKRs (Objectives and Key Results) framework to link the measurement of individual goals with the execution of entity strategies. Smart System: Utilizes intelligent solutions that support government performance efficiency and boost productivity levels. High Flexibility: Allows modification and updating of key targets throughout the year in line with changing priorities. Enhanced Communication: Ensures continuous performance monitoring and transparent, systematic documentation of feedback. Competitive Environment: Enables entities to identify talent and recognize outstanding performance. Increased Productivity: Supports the integration of individual and institutional performance to achieve priority goals. Performance Governance: Develops measurement and evaluation mechanisms that strengthen integrity and accountability. Key Methodologies of “Injazati”: The global OKRs (Objectives and Key Results) methodology for linking the measurement of individual goals with the execution of entity strategies. Key Performance Indicators (KPIs). Behavioural Competencies (3C). Scope of Application: Starting January 2026, this system will be implemented for all employees of federal entities who are subject to the provisions of Federal Decree-Law No. (49) of 2022 regarding Human Resources in the Federal Government. This excludes employees occupying job grades from Grade 8 to Grade 14, or their equivalent in federal entities that apply their own grade structures. New Practice: A new practice has been introduced that takes national initiatives into account as part of employee performance evaluation. This recognizes employees who make positive contributions to achieving these initiatives, with a beneficial impact on society. AI-Powered Digital Platform: An integrated AI-powered platform has been designed to facilitate the implementation of the system, enabling employees and managers to manage performance smoothly and efficiently. It includes: AI-driven tools for tracking goals. Automated documentation of feedback. Continuous evaluation throughout the year. The Training and Development System for Federal Government Employees is a complete program created by the Federal Authority for Government Human Resources (FAHR). Its goal is to help federal employees build their skills and prepare for the future by offering flexible and ongoing learning opportunities. The system also helps improve how government organizations perform by connecting training with job evaluations and making sure learning goals support the UAE Vision 2031. System Features: An Innovative Approach to Continuous Learning: Strengthens the link between job performance and professional development, and encourages self-learning and practical training. Integration with the “Performance Management” System: Supports the job performance system by enhancing aspects of development and continuous professional growth. Employee Empowerment: Focuses on developing future and specialized skills to achieve sustainable career growth. The 70-20-10 Learning Model: The system is based on a flexible, multi-source learning model known as 70-20-10: 70% of learning occurs through actual work and daily experience. 20% of learning happens through coaching, mentoring, and knowledge exchange. 10% of learning takes place through formal training and educational programs. The system is a main source for HR data analysis. It uses the database from the “Bayanati” system—one of FAHR’s major projects—and applies the latest AI and digital tools to improve government performance and service quality. Dubai – 15 December 2025 In line with the rapidly changing human resources ecosystem, particularly the swift integration of artificial intelligence across various sectors, the Federal Authority for Government Human Resources (FAHR) has announced the launch of the “HR 2.0 Talent Management” program. This initiative, in collaboration with global consultancy firms PwC and the Society for Human Resource Management (SHRM), aims to empower HR leaders within the government, enhancing their capabilities to contribute effectively to the preparedness and readiness of the future work environment. The program is aligned with the FAHR’s top priorities to adapt to the fast-paced changes in the government work system. It focuses on enhancing HR officials’ skills to address future work models, notably artificial intelligence, and on contributing to the creation of a new generation of future talent and HR experts. Additionally, it seeks to build a flexible, future-ready work environment that fosters innovation and encourages growth. The design and launch of this program are part of the FAHR’s ongoing efforts to develop national talent and prepare them for the demands of the future, empower national government leaders, and build their capacity in the age of artificial intelligence and smart transformation in HR across the federal government. Participants in the “HR 2.0 Talent Management” program are selected through a precise evaluation process and specific criteria established by the FAHR in coordination with government entities. This ensures the nomination of a distinguished group of national HR professionals capable of leading change and making a significant impact on the government work ecosystem. Over the course of one year, the selected participants will undergo specialized training as part of a comprehensive plan tailored to their capabilities and development areas. Comprehensive and Integrated Training Methodology The program aims to enhance the professional capabilities of HR teams in the federal government through a comprehensive and integrated training methodology. The focus is on six key areas: digital competency, AI-powered HR technologies, strategic workforce planning, talent management, identifying developmental needs, human-centered leadership, and employee experience design, as well as HR analytics. “HR 2.0 Talent Management” is distinguished by its diverse training methods that blend theory with practical application. It includes interactive training sessions, discussions with international experts, creative workshops, real-world simulations, field visits to leading global companies, and hands-on training, offering participants direct knowledge transfer and experiential learning. This program is one of the key transformational projects of the FAHR for 2025, representing a strategic milestone in the development of the human resources system within the federal government. It contributes to building a flexible, growth-driven work environment that enhances the readiness of national cadres and equips them to keep pace with the continuous transformation and evolution in government work environments. Over the course of the year-long program, dozens of HR leaders and officials across various ministries and federal entities will be trained to equip them with the latest global skills and practices, elevating their pivotal roles in leading government transformation and supporting institutional efficiency sustainability. “The Program” is an Investment in National Talent and a Catalyst for Human Resources In this regard, His Excellency Faisal bin Butti Al-Mheiri, Director-General of the Federal Authority for Government Human Resources, emphasized that the program represents a key strategic milestone in the development and growth of the HR system within the federal government. It also embodies the FAHR’s efforts to empower national talent with future skills and knowledge, enhancing their readiness in light of ongoing and rapid changes.
