The Federal Authority for Government Human Resources (FAHR) has launched a new version of its Smart App. ‘FAHR’, during GITEX Technology Week2017, which will be held in Dubai between 8 and 12 October, with the participation of more than 4,100 government entities and companies from the UAE and around the world.
In this regard, HE Dr. Abdul Rahman Al Awar, Director General of FAHR praised the pioneering position of the UAE, especially in the fields of technology, e-services and smart applications. He lauded the country’s keenness to be an influential partner in the global digital future, citing the success of GITEX, currently being held in Dubai, as one of the world’s leading technology platforms that has grasped the attention of local, regional, and international parties.
27 Human Resources Services
HE Dr. Abdulrahman Al-Awar confirmed that the upgraded Smart Application includes 27 services (main and subsidiary), benefiting employees of 57 ministries and federal entities, by helping them to complete their own HR transactions automatically using self-service.
He explained that the most important human resources services provided through the smart application ‘FAHR’, include without limitation, all e-services provided via BAYANATI System, the Federal Government’s preferred training partners initiative "Maaref", the Federal Government employees' discount program "Imtyazat", the Legal Advice Program, and the Federal Government Employees’ Network.
Dr Al Awar said: “12 of the 27 public services provided by Smart Application ‘FAHR’ benefit all internal and external customers of entities, as well as Federal Government employees, while the other 15 services are linked to BAYANATI System, to serve the Federal Government employees and officials in 57 ministries and federal bodies.
“The most important services of the first category include legal advice program, whereby users can inquire about the federal HR laws and legislation, file objections to federal appeals committees, benefit from the federal government employee discount (Imtyazat) and federal government employees network. They can also access the Authority’s news and agenda of future events, and learn more about its strategic initiatives”.
HE reviewed the services provided via BAYANATI which include: completing all stages of electronic performance management system (PMS) for Federal Government employees, registering for training courses through e-training and development system, inquiring about a specific vacancy in the Federal Government using e-Employment System, applying for a job, providing employee dashboard, and provide line manager’s dashboard, which enables him to follow his employees’ performance and electronically approve applications submitted by employees
He added: “The application also facilitates direct communication with the Authority's leadership, nomination of federal government employees for awards under rewards & incentives system, and access to employee leave balance. In addition, the application provides other valuable services for employees, who can apply for, cancel or track leaves; request permissions to leave the workplace; browse and update personal data; check on monthly salary details, produce salary and to Whom It May Concern certificates, review centers assigned to provide medical insurance and update employee personal data”.
Employee performance Appraisal through Smart Application
For her part, HE Laila Al Suwaidi, Executive Director of Programs & Human Resources Planning, explained that crucial new services have been introduced through the Smart App to all employees of the ministries and federal entities, most notably those services related to completing the three stages of the electronic Performance Management System (EPMS) for the Federal Government employees: Performance Planning, Interim Review and Annual Performance Review.
EPMS, which was launched in early 2012 at the Federal Government level, seeks to establish a scientific approach to link performance with reward achievements and outstanding results; improve and increase UAE Federal Government employees’ productivity; encourage individual achievements and teamwork spirit; create a culture of continuous learning and professional development opportunities; allow UAE Federal Government entities to identify and recognize high performers; and set clear foundation for measurement of real contribution to the achievement of an entity’s strategic objectives
Great response and remarkable turnout
Laila Al Suwaidi pointed out that the Authority's stand at GITEX attracted the attention of many officials and employees of federal entities, the public and media representatives.
She said that since its launch in October 2014 and up until August 2017, App ‘FAHR’ had received great interaction and response rates.
According to Al Suwaidi, the App has been downloaded over 36,000 times, with a total of 70,000 transactions being carried out via the App., 18,000 of them this year alone, she added.
